With more than two decades of energy policy and strategic experience, Senator Small has served in several senior positions in the Government of Trinidad and Tobago as an advisor and spokesperson with a focus on energy policy, strategy and relationship management. He has served on the boards of directors of the National Gas Company of Trinidad and Tobago and Phoenix Park Gas Processors. He has also worked in the Ministry of Energy and Energy Affairs as a senior energy advisor which entailed his representation of the Government’s interests at major global energy meetings and the management of interactions with international energy organization. Mr. Small also played a key role in interfacing with key multilateral organisations, such as the Inter-American Development Bank, International Monetary Fund and World Bank.

Apart from his activities in the public sector, Small has considerable experience in private enterprise as a consultant providing energy-centric strategic advisory and business development services to clients in the USA and Europe. He currently provides independent professional consulting services to various clients in the oil and energy sector on a wide range of issues, including Floating LNG and Small-Scale LNG project development as well as negotiating strategies and relations management issues.

Senator Small was educated both at The University of the West Indies and in the United Kingdom, where he attended the College of Petroleum Studies in Oxford (now Oxford-Princeton) and Middlesex University, London, earning a post-graduate diploma in natural gas economics and MBA degree, respectively.
